  "notes": "HIV prevalence in Malawi is high and has for the past five

years stabilised at a high level of 14.6% with women being more 
            
27
infected than men and urban areas having HIV prevalence as high as 
            
28
22.8%. HIV/AIDS continues to unleash severe impact on individuals, 
            
29
households and communities through high morbidity and mortality1. The 
            
30
National HIV/AIDS Action Framework [2005-2009] has put in place 
            
31
intensive efforts to bring down HIV prevalence and to scale-up 
            
32
treatment and care of people living with HIV. HIV Testing and 
            
33
Counselling is part of a comprehensive package of HIV prevention, care 
            
34
and treatment and a critical entry to accessing ARVs, treatment of 
            
35
opportunistic infections and prophylactic treatment to prevent 
            
36
vertical transmission from mother to child.\r\n\r\nThis 5 year HIV 
            
37
Testing and Counselling Scale Up Plan [2006-2010] is a planning tool 
            
38
setting out the framework and strategies within which HIV testing and 
            
39
counselling services will be scaled up. This plan has formulated eight 
            
40
strategies that if realised, could lead to over four million Malawians 
            
41
being tested for HIV from 2006 to 2010. The eight strategies 
            
42
are:\r\n1. Enhancing equitable access to HIV Testing and Counselling 
            
43
by all Malawians\r\n\r\n2. Scale Up Provision of HIV Testing and 
            
44
Counselling services\r\n\r\n3. Strengthen Quality of HIV Testing and 
            
45
Counselling Services\r\n\r\n4. Development of Human Resource Capacity 
            
46
for delivery of HIV Testing Services\r\n\r\n5. Creation of Demand for 
            
47
HIV Testing Services\r\n\r\n6. Development and Dissemination of HIV 
            
48
Testing and Counselling Resource Materials\r\n\r\n7. Operational 
            
49
Research\r\n\r\n8. Exchange of Experiences\r\n\r\nThere is a huge 
            
50
potential to scale up HIV Testing services in the health sector 
            
51
through integrating HIV Testing in all health care facilities. There 
            
52
is a further huge potential for NGOs and CBOs to introduce HIV testing 
            
53
and counselling either as a stand alone activity or integrated in 
            
54
their current HIV prevention and mitigation interventions. Workplace 
            
55
HIV/AIDS programmes, including government ministries as well as large 
            
56
private corporate organisations will be encouraged and supported to 
            
57
develop HIV testing services.\r\n\r\nThis plan is setting a target of 
            
58
55% of all health facilities integrating HIV testing services by the 
            
59
end of 2007, and by 2010, 94% of all health facilities will have 
            
60
integrated HIV Testing services. As HIV Testing services are 
            
61
introduced in all health facilities, all patients will be offered and 
            
62
provided with HIV testing and counselling to facilitate their 
            
63
immediate referral for ARVs and treatment of opportunistic infections, 
            
64
etc.\r\n\r\nMobile and Outreach HIV Testing services will be 
            
65
introduced and it is planned that each DHO will have at least one 
            
66
Mobile HIV Testing Unit that will provide HIV Testing Services to 
            
67
communities that find it difficult to access HIV Testing provided by 
            
68
health care institutions or other NGOs.\r\n\r\nThe promotion and 
            
69
marketing of HIV Testing will be strengthened through introducing HIV 
            
70
Testing days in the annual calendar. During these days, there will be 
            
71
intense social marketing and promotion of HIV Testing through 
            
72
electronic and print media, drama and involvement of traditional 
            
73
authorities at community level. Printing of posters, pamphlets and 
            
74
drama will continue to inform members of the public and specific 
            
75
vulnerable groups on the benefits of HIV Testing.",
